Place Planning is the land use and development consultancy practice of Corey W. O’Gorman, AICP.  Mr. O’Gorman is a seasoned professional with nearly forty (40) years of experience working in both the public and private sectors.  Place Planning was established in 2006 and has provided a wide range of services to public, private and not-for-profit clients ranging from initial due diligence to project construction and occupancy with those services customized to meet the needs of the project and the client.  Mr. O’Gorman has extensive experience working on affordable housing projects and in community redevelopment areas (CRA’s).

  • Place Planning provides project management and owners’ representation services overseeing projects from start to finish and assists with specific elements of the project as needed.  Place Planning can assist a client to select the right site for their project, evaluate the site that the client has already selected, assemble the project team members, obtain the necessary approvals, supervise the construction through completion and occupancy, and assist through the construction warranty period.

    Place Planning applies the following principals for project success:

    • Establish realistic project goals.

    • Conduct the research necessary to ensure project feasibility.

    • Assemble the right team to meet the needs of the project.

    • Maintain lines of communication and decision-making.

    • Be aggressive and persistent in pursuit of project completion.

    A project should proceed only after it is determined to be feasible.  Once a project does proceed it must do so without delays because a project that falters is subject to failure.  The point is not the process, the point is the result.  The less time spent in the process the sooner a project can be completed and serve its intended purpose.

  • As part of establishing realistic goals and ensuring feasibility, Place Planning can assist in preparing a realistic project schedule and preliminary project budget and can assist the project to stay on schedule and within budget throughout the development process.

    Place Planning can also conduct the regulatory evaluations needed to ensure that a project can be constructed within the local zoning regulations and can coordinate and oversee the detailed site and engineering due diligence, title searches, land surveys, geotechnical studies, traffic studies, environmental studies, and infrastructure availability.

  • With extensive experience as a certified planner, Place Planning can assist a client to obtain the necessary local government approvals including coordinating with the client, design team and the appropriate agency to prepare, submit and process a wide range of applications including site plan reviews; rezonings; special exceptions and conditional uses; land use amendments; zoning code text changes; variances; building and other necessary permitting, preparing and recording notices of commencement; and coordinating with the local government and contractors to obtain the certificate of occupancy.
